It considers issues on how to bring Africa online and the global digital gap. A new report by the Collaboration for International ICT Policy for East and Southern Africa (CIPESA), considers in detail the extent of the spread of the Internet and controls over it in Africa over the period 1999-2019. It records that in the last 3 years 22 countries have had government shutdowns of internet services such as SMS or Facebook. The implications and reasons and suggestions for future action are considered
