The Congressional Research Service (CRS) works exclusively for the United States Congress, providing policy and legal analysis to committees and members of both the House and Senate regardless of party affiliation, therefore its reports clearly summarise legislative positions on domestic and foreign policy.  The breadth of the range and historical coverage enable researchers to trace trends over time.  The service is provided by Demand Progress in collaboration with the Congressional Data Coalition — a bipartisan coalition founded by Demand Progress and the R Street Institute to promote open legislative information.
