Yes according to the most recent report from Plan International. They refer to a lack of gender data collected by governments which makes it difficult for policy makers and other organisations to attain development goals. For instance they quote that of the 14 indicators that will be used to measure Goal 5 of the Sustainable development Goals: achieve gender equality and empower all women and girls. Only three of the indicators are regularly collected in most countries and have agreed statistical methodologies.
