The OECD publishes a report measuring government performance across the 34 member countries of the OECD. They include service provision and delivery. It has 50 indicators these can be read online in the book or downloaded into excel.
Also useful in cross comparing government performance is the World Bank site this has a slightly different focus with the emphasis upon accountability and transparency. It covers aggregate and individual governance indicators for 215 economies over the period 1996–2012, for six dimensions of governance: Voice and Accountability, Political Stability and Absence of Violence, Government Effectiveness, Regulatory Quality, Rule of Law, Control of Corruption.
