What makes the edicts passed in Tajikistan on the <a href=\"https:\/\/indianexpress.com\/article\/explained\/explained-global\/tajikistan-muslim-hijab-ban-9410457\/\">19<sup>th<\/sup> of June, 2024<\/a> all the more newsworthy is that <a href=\"https:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2006\/11\/07\/AR2006110700120.html\">99% of the nation\u2019s population are Muslim<\/a>. This article discusses the recent laws passed in Tajikistan and how such decrees form part of a wider discussion on how Islamophobia is a manifestation of cultural racism.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Law<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.rferl.org\/a\/tajik-parliament-upper-chamber-approves-bill-banning-hijab\/32999679.html\">The legislation passed in Tajikistan prohibits the wearing of the hijab<\/a>. Those found in contravention are subject to a fine ranging from 7,920 Tajikistani Somoni (approximately \u00a3590) for ordinary members of the public, to 54,000 Tajikistani Somoni (approximately \u00a34,000) for government officials and 57,600 Tajikistani Somoni (approximately \u00a34,200) for those who are deemed to have religious authority. Moreover, participation in certain Islamic celebrations has also been prohibited, including Muslim <a href=\"https:\/\/www.firstpost.com\/explainers\/tajikistan-10-million-muslims-banning-hijab-president-emomali-rahmon-13785517.html\" target=\"_blank\" rel=\"noreferrer noopener\">children being prevented from collecting money gifted to them during the Eid al-Adha and Eid al-Fitr festivals<\/a>. Predictably, these legal edicts have been poorly received. Indeed, the Council on American-Islamic Relations declared the laws a <a href=\"https:\/\/www.cair.com\/press_releases\/cair-condemns-ban-on-hijab-islamic-clothing-in-tajikistan\/\">violation of religious freedom that has no place in a nation that respects the rights of its people<\/a>.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p>Sadly, the prohibitions are merely the latest in a long series of laws that have targeted the country\u2019s Muslims during the thirty-year presidential reign of Emomali Rahmon. Indeed, the past decades have been marked by the nation\u2019s government imposing an unofficial ban on the wearing of the hijab, evident through the <a href=\"https:\/\/meduza.io\/en\/feature\/2024\/07\/29\/taking-on-alien-clothing\">police raiding marketplaces to prevent the selling and purchasing of the religious garb<\/a>. Seeking to transform the unsanctioned prohibition into a legislative decree, the government officially <a href=\"\/Users\/ca270\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/QGUUVH5Q\/Tajikistan's%20hijab%20ban%20latest%20in%20decades-long%20religious%20freedom%20violations%20(trtworld.com)\" target=\"_blank\" rel=\"noreferrer noopener\">banned the wearing of the hijab in educational and public institutions in 2007 and 2009<\/a>, respectively. Continuing to highlight his disdain for the hijab, Rahmon took to referring to the traditional Islamic garment as a <a href=\"%20Why%20Tajikistan,%20with%20over%2010%20million%20Muslims,%20is%20banning%20the%20hijab%20\u2013%20Firstpost\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018sign of poor education\u2019<\/a> in 2015.<\/p>\n\n\n\n<p>Yet, this is merely the tip of the iceberg.<\/p>\n\n\n\n<p>Numerous visible symbols of Islam have historically been subject to government sanctions. It has been illegal for <a href=\"\/Users\/ca270\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/QGUUVH5Q\/Muslim-majority%20Tajikistan%20passes%20controversial%20bill%20to%20ban%20hijabs%20&amp;%20curb%20Islamic%20influence%20|%20Islam%20Channel\" target=\"_blank\" rel=\"noreferrer noopener\">children to attend mosques since 2011<\/a>. Furthermore, <a href=\"\/Users\/ca270\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/QGUUVH5Q\/The%2095%25%20Muslim%20country%20that%20has%20banned%20the%20hijab%20|%20The%20Week%20UK\" target=\"_blank\" rel=\"noreferrer noopener\">approximately 2,000 mosques were closed in 2017 alone<\/a>. Moreover, the performance of Islamic ritual prayers is officially restricted to specific locations throughout the country. Such sanctions followed a purge on 160 businesses that sold hijabs in 2016, a year that also saw police forcibly shaving off the beards of 13,000 Muslim men. Other blatant expressions of anti-Islamic fascism have been chronicled. Muslims often name their children after revered figures from Islamic history. Yet, <a href=\"\/Users\/ca270\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/QGUUVH5Q\/The%2095%25%20Muslim%20country%20that%20has%20banned%20the%20hijab%20|%20The%20Week%20UK\" target=\"_blank\" rel=\"noreferrer noopener\">parents have been encouraged to abandon giving their children Arab names, in favour of Tajik names<\/a>. Aside from the hijab, Tajikistan\u2019s government has also discouraged its populace from wearing other Islamic garments. This is no better illustrated than by various government-endorsed promotional activities encouraging the wearing of traditional Tajik attire (including the publishing of a 376-page manual entitled <a href=\"\/Users\/ca270\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/QGUUVH5Q\/Muslim-majority%20Tajikistan%20passes%20controversial%20bill%20to%20ban%20hijabs%20&amp;%20curb%20Islamic%20influence%20|%20Islam%20Channel\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018The Guidebook of Recommended Outfits in Tajikistan\u2019<\/a> in 2018).<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p>The rationale behind outlawing various expressions of Muslim identity is two-fold. Firstly, Tajikistan\u2019s government has declared itself engaged in a project to <a href=\"https:\/\/theweek.com\/religion\/the-95-muslim-country-that-has-banned-the-hijab\">safeguard the nation\u2019s pre-Islamic culture and values<\/a>. Accordingly, the wearing of the hijab has been prohibited on the grounds of the Islamic garb being declared an <a href=\"\/Users\/apymd\/Downloads\/The%2095%25%20Muslim%20country%20that%20has%20banned%20the%20hijab%20|%20The%20Week%20UK\">\u2018alien garment\u2019<\/a>. Secondly, Rahmon deems such measures a necessary element of protecting the state from the threat of militant Islamist extremism. Regarding the latter point, it has been reported that Sunni Muslim Jihadist groups, such as Islamic State-Khorasan Province, recruit from within Tajikistan. Indeed, the group took responsibility for the attack on Moscow\u2019s Crocus City Hall on the 22<sup>nd<\/sup> of March, 2024. This act of terrorism was perpetrated by four men, <a href=\"https:\/\/www.theguardian.com\/world\/2024\/mar\/24\/islamic-state-recruiting-militants-from-tajikistan-and-other-central-asian-countries\">three of whom were either Tajik in origin or nationals of the Central Asian nation<\/a>.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Islamophobia as Cultural Racism<\/h2>\n\n\n\n<p>The explicit targeting of Muslims entails that the laws are a clear act of Islamophobia. However, whilst Muslims are <a href=\"https:\/\/tellmamauk.org\/wp-content\/uploads\/pdf\/A-Decade-of-Anti-Muslim-Hate-TellMAMAReport.pdf\">accustomed to experiencing this phenomenon<\/a> at the hands of those believed to be <a href=\"https:\/\/figshare.le.ac.uk\/articles\/thesis\/Unveiling_Islamophobia_the_victimisation_of_veiled_Muslim_women\/10154774?file=18300632\">non-Muslims<\/a>, what makes the events discussed in this article all the more startling is that the perpetrators and victims belong to the same faith. <a href=\"https:\/\/www.aljazeera.com\/opinions\/2017\/7\/31\/why-is-tajikistan-imposing-a-dress-code-on-its-people\">Rahmon openly identifies as Muslim<\/a>. Thus, Tajikistan\u2019s latest legal edicts enrich notions of offender identity regarding the perpetration of Islamophobic hate. In short, Muslims can also perpetrate Islamophobia.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p>One may question how this can be so.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p>In response, it is important to acknowledge that <a href=\"https:\/\/www.perlego.com\/book\/1557006\/racism-and-ethnicity-global-debates-dilemmas-directions-pdf\">racism is a multifaceted entity that can be applied to a variety of contexts<\/a>. Thus, the concept ought not to be linked unwaveringly to notions of biological determinism alone, as it can also be associated with concepts of cultural or religious superiority. Indeed, <a href=\"https:\/\/eprints.soas.ac.uk\/7649\/1\/Redeployment.pdf\">cultural racism is a phenomenon that draws upon visible identifiers of cultural difference<\/a> to justify manifestations of hostility and vilification circulated about and directed towards those considered as \u2018other\u2019. This implies that cultural racism can be perpetrated by one group of people against another if they hold different cultural values, irrespective of sharing a religious identity. Thus, Tajikistan\u2019s latest decrees are a prime example of Islamophobia being a form of cultural racism.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p>Rahmon\u2019s desire to preserve Tajikistan\u2019s historic cultural values and reference to the hijab as an \u2018alien garment\u2019 evidences that he deems the pre-Islamic social norms of the nation at risk of displacement due to the supposed \u2018Islamisation\u2019 of the country. Consequently, the visible symbols of Islam cause the President of Tajikistan to indirectly label the state\u2019s Muslim-majority population as exhibitors of <a href=\"https:\/\/www.researchgate.net\/publication\/290528974_Xenophobia_and_Islamophobia_in_Europe\">non-native and antagonistic cultural values<\/a>. Moreover, by arguing the need to expunge visible markers of Muslim identity to safeguard national security against acts of terrorism, Rahmon is in danger of constructing a \u2018<a href=\"https:\/\/serdargunes.wordpress.com\/wp-content\/uploads\/2015\/04\/islamophobia-christopher-allen-2010.pdf\">normative truth<\/a>\u2019 at least at the governmental level (given that Muslims constitute a demographic majority in Tajikistan) that Muslims inherently endorse and engage in acts of violent extremism. Consequently, the Islamophobia inherent in Tajikistan\u2019s latest crackdown on its Muslim community is a form of <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/0269758012446983\">cultural racism perpetrated against visible signifiers of Muslim identity<\/a> that seeks to frame members of said community not only as the \u2018other\u2019, but also, as the \u2018terror within\u2019.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Uncomfortable Truth<\/h2>\n\n\n\n<p>The argument of Islam being an alien presence that replaces the homogenous non-Muslim culture of a given state is nothing new. Indeed, various nations around the world are participating in a global drive to <a href=\"https:\/\/www.opendemocracy.net\/en\/can-europe-make-it\/swiss-burqa-ban-and-erosion-democratic-values\/\">curb expressions of Islam<\/a>, under the pretence of wishing to preserve their <a href=\"https:\/\/apnews.com\/general-news-26f93e6cd4d447348391363df73a630c\">native (explicitly non-Muslim) worldviews<\/a>. Such measures frame Islamophobia as a phenomenon that sees Muslims undergo the process of racialisation, albeit with notions of biological superiority being supplanted by notions of cultural superiority. Unsurprisingly, reports of Muslim communities undergoing this racialisation process typically emerge from <a href=\"https:\/\/theweek.com\/politics\/three-quarters-of-mosques-in-china-have-been-altered-or-destroyed\">those states<\/a> where Muslims constitute a demographic minority, thereby contributing to the notion that followers of the Islamic faith are unwelcome in said nations. However, far from having to \u2018go back to their own country\u2019, Tajikistan is a predominantly Muslim state. They <em>are<\/em> in their own country. Thus, the fact that its citizenry undergoes the same process of racialisation reveals the uncomfortable truth\u2026Muslims are not even welcome there.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-link-color wp-elements-3ed1a65d90b2d73893f4f6cbb2501a16\">&#8230;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Michael Dhanoya PhD Candidate in Criminology Tajikistan has become the latest country to place prohibitions on Muslims. &#8230; Previously, various nations around the globe have made headlines for curtailing the right to freedom of religious expression for their minority Muslim populations.
